META’s anti-scam campaign: reach is not evidence of reduced risk

Meta's September 29, 2026 newsroom update reports that its anti-scam education campaign, launched in May, reached over 303 million people across 18 Asia-Pacific countries, with 1.3 billion impressions and 1.2 million link clicks. Its local-resource element reached 27.4 million people in 14 markets. These are distribution measures, not evidence that scams fell or account security improved. For META, the plausible conditional link is risk mitigation: if education and security tools reduce compromised accounts and preserve user trust, they could support the durability of its services and limit safety-related costs. The release does not quantify adoption, losses prevented, campaign expense or financial effect. I would revise that hypothesis if later company or independent outcome data showed no durable security or trust improvement relative to the resources required.
